The same way the ESA does. Why am I having to explain this to you? If you do not already understand the implications of this bill then you have not been paying attention and I don't have the time or energy to get you up to speed.

I don't know how that bill can threaten private water. I've been considering(God and probate court willing) buying property out in the middle of BFE. This means septic tanks, propane, and...water wells. There is electricity and phone lines, but you have to have dish satellite for television reception.

I remember what happened the last time the state government declared a drought. Remember that? If you had a green lawn, the pc police were down your throat. I personally choose to conserve and be responsible. I don't need the government telling me how much water my family can use. This is the kind of thing that we should be watching out for. Take a look at the people who voted for these bills.

Speaking of Eucalyptus trees, I didn't know they weren't native. I do know that where I live is full of them. I spent 2 yrs as a kid on allergy shots. How are they going to dig up trees that big? What would Greenpeace say?
