With some comments



Creates within the Resources Agency the Sierra Nevada Conservancy (Conservancy) to acquire and manage land for various specified public objectives
*This means the conservancy will manage private property, because private property is include within the conservancy boundaries

For specified public objectives *This means if the “public” thinks your land ought to be used for something different, then they can take it from you. In West Virginia, it means that if your family has had a cabin on the New River for 300 years, and it interferes with the “viewshed” the public can have your cabin destroy to restore the “pristine view”.

Creates the Conservancy in the Resources Agency to undertake projects and make grants and loans to other public agencies, nonprofit organizations, and federally recognized Native American tribes in the Sierra Nevada Region for various public purposes, including increasing tourism and recreation; cultural, archaeological, and historical resource protection;
*This particularly means if your private property is deemed “too close” to a native American historical site, they can restrict your use of it or put you off of it. This has happened in California with a gold mining company who’d mined a piece of property for years. The Indians decided it was within 25 miles of a “sacred site” and put the company out of business in that location under the guise of protecting it.

Creates a 10-member governing board
*None of whom are elected or could be voted off the board by citizens.

Authorizes the Conservancy to hold meetings in nearby metropolitan regions as well as within the Sierra Nevada Region;
*Gives control over rural areas to people who don’t live there and are not familiar with rural life and its issues.

The Sierra Nevada is a large, distinct region of the state, in terms of its geology, plant communities, wildlife, and climate zones. Its rich natural resources and wide range of recreational opportunities qualifies it as a specific geographic area of exceptional statewide, and arguably global, importance whiff of the UN here! and therefore is, by the Legislative Analyst's criteria, appropriate for protection by a multi-agency conservancy.
*The land is too valuable for private ownership, therefore a massive multi-agency bureaucracy must be created to manage it.
