I haven't read the report, but based upon eight years of active duty, there's no doubt in my military mind that the chain of command was nonexistent. Why? The abuses took place between 2-4 AM.
Where were the NCOs? Where were the officers, from the butterbars to the stars? Had they been doing their jobs, this thing would have been stopped long ago.
Every unit that I was assigned to had 24/7 manning, with staff duty officers/NCOs responsible for oversight after normal duty hours. Routine inspections after hours would have uncovered the hanky panky taking place.
"She wasn't allowed into that unit..The MI ran it"...That's her story , she's sticking with it and McCaffarey stuck it to her for disclaiming any reponsibility over her own MPs....Big breakdown in oversight....I am sure as soon as the investigation is completed, the MI is in for some house cleaning,too.
