I suspect it was the setting, War College/Military as opposed to a campaign type event or even the more somber Oval office setting. Applause only a 1/2 doz times or so, strict protocol type approach to the delivery, business like, etc. I think he did what he wanted to do by reminding and laying out the overall plan and where we were along the time line......
I think now you see why he never requested time from the majors... jmo. If it had been that type speech he would have delivered it from the Oval Office. He did what he set out to do without a lot of fanfare.

I guess it was just me having a "wobbly" moment or something. I've been watching too much of the history channel and listening to war time speeches and his low-key approach surprised me.
