EVERYONE in the media, including GW's advance people, are DOWNPLAYING this speech. I hope this is NOT true... Please remember that a key element of a communications strategy is to repeat, repeat, repeat your message. Your audience changes every time.

I don't need to hear or see the speech to know what the punditocracy's conventional wisdom quickly will become:
Bush's "performance" was weak and his speaking style lacked lofty concepts. (Cue Peggy Noonan)
He didn't say what he "should" have said but whatever he did say, he had to because of his sinking poll numbers. (Cue Tim Russert)
How dare Bush not say what I said he should say! (Cue Chris Matthews)
The President said such and so, but do you think the American people believe him? (Cue Katie/Diane/Charlie/Matt, etc.)
