It is bureaucrat CYA stuff, and playing to Congress and Kerry stuff. We didn't get all the intel on Iraq wrong, no sir, we were forced to be wrong because we had to listen to Rummy's favorite Iraqi exile, and it is all a dastardly plot by dem joos (whoops wrong audience "the Iranian mullahs") to rule the world by proxy, which somehow the CIA is never able to pull off by remotely similar means, but a two bit bunch of ragheads can always accomplish with nefarious front men posing as righteous democratic leaders. Who, just coincidentally, always supported ousting the butchering tyrant that the spooks peddling this stuff spent half of the past generation kissing on the backside.
