It ought to be 90%. Considering what the world is facing right now, social programs should be the very last thing on people's minds. The war we are in is going to mean the life or death of civilization as we know it. We already know that Kerry's backbone is made of spaghetti.

Right those National Socialists had real nice social programs too, for those not in concentration camps. Social program come well after security.
