EU plans universal, randomized breathalyzer testing: Great Britain resists

Government to block EU breath test plan (Filed: 23/05/2004)

A potential row is brewing between the Government and the European Commission over plans to introduce random breath tests across member states to cut drink-driving and boost road safety.

The president of Tispol, the European Traffic Police Network, warned the Commission would attempt to make its recommendation a directive if it is not followed.

But the Home Office is resisting, claiming such tests are inefficient and not an effective policing method compared to specific targeting of suspects.

It is the first time Europe has made such a recommendation and the majority of member states already carry out random tests.

Under current British legislation, police can only breath test drivers if they believe they have been drinking alcohol.

Tispol president Ad Hellemons, who is also Dutch Assistant Commissioner of Police, told BBC Radio Five Live: "We can't understand why governments would want to protect drink-drivers.

"We are aware that the UK is not happy about this but at the end of the day we are talking about making our roads safer."

But a Home Office spokeswoman said: "The Government does not think the police should have unlimited powers to stop and test which would put unnecessary pressure on limited resources.

"Nor does it see the need for random breath-testing which is inefficient in catching drink drive offenders, particularly persistent ones."

The core of Eurinal belief is to establish as many administrative ruling opportunities at every level of governmental operation. Every such ruling is an opportunity for a Eurinal bureaucrat to make a decision and every such decision opportunity is a situation where the Eurinal can be offered a bribe to change his decision. Thus, the Eurinals have learned something from the Mexicans.

Here is the difference between Europe and the U.S. in a nutshell - They object based on purely pragmatic reasons, ignoring completely the fact that randomly stopping people and requiring them to prove their innocense is an affront to human dignity. They are still subjects, while we are still citizens - Despite the best efforts of those on the left who want to emulate the Eurotrash.

Virtually every country in the E.U., with the exception of the U.K., has not had a democratic form of government for more than 60 years. Being unfamiliar with the idea of common law and individual liberties, they honestly believe that the state must control everything, otherwise there will be chaos. Of course, being able to be a bureaucrat in such a government gives you unlimited opportunities to be a parasite and play God, both at the same time.
