Sounds as if Schröder gets back to Diplo-speak. Btw, the title is definitely misleading. Schröder said clear that he will not stay in the way, if a majority of NATO members wanted an Iraq mission.
I would never believe anybody saying that German troops are cowards. Btw, Surrender means Kapitulation and not Auslieferung (extradiction) in German, dear FredWolfe. This Balkans incident was due to confusing orders and probably weak rules of engagement.
And yes, we´re still having conscripts. 80,000 of the 280,000 soldiers are drafted men for 9 months. After three months of basic training they serve as tank drivers, infantry, support personnel, etc.
