We had a few cases of this in Boston this winter/spring. A few dogs got zapped by electrified man-hole covers.
A couple of weeks ago I saw a man from one of the utility companies walking the streets with a pole to measure current. He was going to each manhole cover and checking it. This was in the Fenway Park/Kenmore Square area.
