They are. The numbers they cited were for LEGAL latinos. The total number of latinos is at least double that if illegals are factored into the equation. It is a fact that the vast, vast majority of LAUSD students are latino (I hear 83%, not 90+%). And so very, very many of them still can't speak English! Which only confirms that they DON'T WANT to learn English, and they do not want to assimilate or become Americans. Their allegiance is to Mexico, and they see themselves almost exclusively as Mexicans, not Americans. Sorry, but that's a fact.
