They are. The numbers they cited were for LEGAL latinos. The total number of latinos is at least double that if illegals are factored into the equation. It is a fact that the vast, vast majority of LAUSD students are latino (I hear 83%, not 90+%). And so very, very many of them still can't speak English! Which only confirms that they DON'T WANT to learn English, and they do not want to assimilate or become Americans. Their allegiance is to Mexico, and they see themselves almost exclusively as Mexicans, not Americans. Sorry, but that's a fact.

The state spends more because Prop 13 caps local property taxes so local authorities shoulder a much lower share of expenses.

More specifically, Prop 13 rolled property taxes back for everyone who owned a house prior to '78. Those who bought homes subsequently were subject to a currently assessed rate, and the state was then limited to 1% property tax increases per year.

My property taxes sure don't feel low. I'd be interested to see statistics on how California property tax rates stack up to the other 49 states.

That has happened here in Illinois. Pilsen and Little Village are Mexican colonies; Cicero may as well be. And they are quite overt and "in-your-face" about making it known that they fully intend to expand into other towns, and turn those into "colonies", as well. Aurora is well on its way to becoming a Mexican colony, and West Chicago is not that far behind. Bensenville is another town that will be majority Mexican in 10 - 15 years.

Problem is they're flooding into the Southeast, Midwest, Northeast, etc. bringing into those areas their special brand of "living la vida loca" complete with kidnapped kids, driving the wrong way on highways, assorted murders and rape. Living in the Dallas area I've seen a marked increase in all the above and more......it's disgusting.

Plus, California has a lottery which rakes in millions weekly, all of which goes, or was supposed to go, to education.

Yes, I simplified things; the picture is not as clear-cut for people who bought houses post-1978.

Still, I believe I'm on solid ground in saying that California's education spending is quite low and Prop 13 has shifted a lot of the tax burden from property to income taxes for people who haven't recently bought houses. And of course, young people get the same high income taxes but relatively high property taxes.

You're probably right, as I'm sure the tens of thousands of children from illegal immigrant households have skewed the per capita spending figures quite a bit.

Absolutely......even where I live, in rural central Illinois, it is happening. Most of the Mexican immigrants that I encounter here have NO INTENTION of speaking English.

The sad thing is that the reason they are all fleeing is the corruption. The corruption is being instituted in this state every day. the reason they left, usually for a better life will be given up as the Mexican government gets a stronghold over our Southwest.

I do realize that they now are spreading past the U.S. Southwest stretching over the entire U.S. So be aware your neighborhoods are next.

Initially it did and then the legislature and governor made "offsets" and sadly, now, it simply goes into the General Fund.

Here's how the governance pulled it off without a legal challenege:

After the first year of the State Lottery's existance the politicians realized that the lottery was generating significant additional revenue for education. They suggested that because of this "excess", education could get along with smaller allocations from the General Fund. Year after year the legislature gave education less and less money from the General Fund until today it's a one for one "offset" for education from General Fund revenues, a clear violation of both the intent and letter of the original legislation.
