I thought Blix previously told us that it was impossible that any nerve gas would be left over from before the 1991 Gulf War because it would have degraded. He did not lie to us, did he?

From what I understand, the "Sarin" in the artillery shell was actually just the precursor chemicals and that they didn't mix well at all. It could be that their failure to mix was just a result of how the shell was detonated, but I'm willing to bet good money that the 155 shell was at least a decade or more old.

Former chief UN weapons inspector Hans Blix said today that a shell containing sarin nerve gas used in an attack in Iraq was probably a stray weapon that could have been dated from the first Gulf War.

That too should have been accounted for and destroyed. Anyway, how does Blix come to this conclusion?

There are still mysterious withdrawals being debited from the oil-for-food-but-not-really program. And then again, maybe Blix has to believe that he wasn't bamboozled just to salvage his credibility. Remember that the sirens went off before he went to a site? Suddenly, no one in the establishment (which happens to be liberal) can remember that.
