In the U.S. I think a terrorist attack would be the exact oppossite of Spain. Americans would vote the law and order party - Republicans.

Rallying to Bush may keep the terrorist from attacking. I don't think John Kerry can come out and say: "See, even Al Qaeda wants me in to be President!" OTOH, if the polling just prior to the election suggests a Bush cakewalk, the terrorists would have nothing to lose at that point.

IMHO there's no way in just six months to cover everything the enemy can do. We have to figure out what they will do. Not easy to think like they do. Perhaps some real agressive offensive moves in August to disrupt the operations just before they start. Maybe:

• Renewed vigilence on visa violations
• Random blanket inspections of cargo. Inspecting everything would heavily impact commerce because of the delays. Perhaps Tiger teams at a different port each day. WMD are probably en route right now via Syria.

Other ideas welcome.
