As I recall from my nurse wife,

you have to carry a ?State? card which designates you as some category of medical personnel subject to being orderd to XYZ place in an emergency?

I'm curious what the state of such requirements are now and if they changed after 911?

States vary regarding emergency procedures. In Illinois, the IMERT system is a voluntary system. Volunteers go through a sort of boot camp and receive special badges and emergency instructions after completing training.

In addition, the hospitals have their own protocol for calling up personnel in emergency situations.

Much of this was in the works prior to 9/11. After 9/11, it was formalized and coordinated with State Homeland Security Departments. Training is ongoing with seminars and continuing education credits are an incentive for the medical community.
