Why do you think they lifted the quarantine before test results are complete?

The hospital locked down until they put him in an isolation unit. They can lift the lockdown once he's in a "special room." This room would have reverse air flow.
Anyone who would not have had close contact would then be allowed to leave the hospital.
The hospital still doesn't quite know what's going on, because the staff is still using the special isolation gear. I watched the video at this link:

and it still makes me wonder just what the heck is going on.
Hospital staff was given the choice of going to the decontamination unit. (let me tell you, if a hospital asks you IF you want to go to the decon unit.....you just go!)
