why can't the church ring its bells every day at the same time as the call to prayer

That would just amplify the muezzin's call. He will be heard over any bells and the bells will call attention to him.

Additionally, frankly churches are too mindful of the community at large. Even if everyone were a Christian there, they know that it would be rude to ring a bell at 6am, several times through the day, and still be ringing at 10pm. The old, the young, the sick, etc. do not need to be disturbed from their restful slumber.

I wonder if any of their amplified broadcasts can be heard in a hospital "quiet zone"?

If students at a public school hear the prayer (and see 10% of the class respond to the prayer call), is this defacto "prayer in school"?
