Foster might actually be of some help. All he needs is a magnifying glass, and the brother of one of the anthrax mailers to come forward, and voila! case closed.

Foster is the guy who came up with the thesis that there were two separate attacks ~ one in Florida, and one in New Jersey.

The man knows nothing of normal postal operations or he'd understand that only one attack ~ in Florida ~ is necessary to explain the source, transport, cancelation, and delivery of each and every piece of mail involved.

If the FBI is still talking to Foster and taking him seriously that means they have yet to consult with knowledgeable postal transportation and operations analysts.
