Well it shouldn't involve anyone but the CIA. Letting guard units get involved guaranteed that pictures and methods would get leaked.
Exactly, many people do not understand:
1. Torture is not ever an official option for the US.
2. Sometimes unofficial options are used hopefully only when necessary.
I thought the Lt. Colonel who fired the shot next to the detainee to gain informaton did the right thing, it was of course outside regulations but necessary at that moment in battle. Why he reported himself, I am not sure.
