In one of Reagan's radio speeches before he was elected, he suggested he wouldn't have a problem with legalizing pot for adults.

He simply refused to make a special effort for them. More libertarian than culturally conservative actually.

Indeed, this is likely the strongest evidence that he was no cultural conservative. If the moral majorettes had been allowed to pick one agency to dominate it would have been the FCC, yet Reagan appointed their opposites.
