There could always be a reasonable explanation for this. I mean, how often do top Syrian weapons developers and scientists get to scope out the scenic view from the barren wasteland on the N. Korean/China border?
Maybe they were just offered a travel package they couldn't turn down.

France once ruled Syria. Go to Made in Syria and see that the French have been messing with this country's history from 1918 to 1945.
But as the facts involved in this event emerge the opportunity that chance was involved becomes more and more remote.
Kinda makes me wonder if we might have had something to do with it. I would not be upset if we did.
