One little part of your post--the Arabs may be dependent on the Israelis for work, but the Israelis are going to have to stop hiring the Arabs...
Yes they did make the desert bloom. They took a desolate sandbox and turned it into a beautiful place. Rhetorical question: The Palestinians have the same type of soil, etc. so why havent't they done that?
I think Israelis can be persuaded to hire locally if it means a more secure enviroment.
