City leaders say the resolution, which discourages visits by Vietnamese communist officials and requires 14 days' notice so police services can be organized, is legally sound and doesn't stop private visits by Vietnamese officials.
Instead, it prevents public displays, such as motorcades, that could incite protests by Vietnamese-Americans, many of whom are political refugees, city leaders said.
