40 years later ...the Fight for FREEDOM in Vietnam has indeed came home.

GARDEN GROVE's policy establishing a "no-communist zone" drew the ire of Vietnam's government, which said Thursday that the "recalcitrant" declaration violates the U.S. Constitution. Reuter reported.

I'm trying to figure out if it is Reuter's or the Communist governmnet of Vietnam who have appointed themselves as arbitrators of the U.S. Constitution in this matter.
