This phrase has no meaning. A legal investigation was conducted by a general officer. He determined exactly what the failures of leadership were (and a female general (the brigade commander) was pretty much described as far from competent). These abuses did not occur in other units with similiar.
The Red Cross approved of the response by the military to their reports of these events. If you want to make vague criticisms impugning all the military for acts of these dirtballs, do it somewhere else.
