Taguba: Also looked at Camp Buka, Camp Crawford.

Warner: What do you think went wrong? Knowledge of involvement by other than US military, i.e., CIA, contractors.

Taguba: It's in his 9,000 page report.

Problem - lack of leadership from brigade commander on down; lack of discipline.

Bingo. Taguba says it started at Brigade commander level and went down. Karpinsky will be hunted down by the Dems to point the finger at Rummy.

Warner repeats question to Taguba..."what went wrong?" He wants to know if Tagubas report will include info on other agencies involved.

Sir, the comments about participation of other gov agencies were related to us in interviews, in written statements, and in my 6,000 pages, you will find "OGA", or "MI", which means CIA and out of uniformed military types.

Taguba: This happened with failure of Brigade commander on down. Failure of leadership and supervision. That's how this happened.

Levin up.

The dem angle is that this was approved behavior authorized by intelligence officials.

Levin says this was more than oversight and lack of leadership, but active and willful. Taguba agrees (which contradicts his earlier comment).

According to Cambone, shift of command at prison did not mean MI had authority over detainees.

Taguba: Order to Pappas not under his purview. Order gave MI control of oall units.

Levin is talking about people failing at a job. He should know since he was probably one of the 17 who got a letter and notices of this problem before it was leaked to the media.
