Since I'm curious now, though, I'll do a theoretical reapportionment of how the Congress apportionment would look had Canada joined before the 2000 Census. Lemme go track down the apportionment formula. Be back in a while!

OK, here's what would've happened if Canada sans Quebec had joined prior the 2000 Census reapportionment. I figured up priority values using the statutory apportionment formula, and this is how things turn out!

Ontario: 17 seats
British Columbia: 6 seats
Alberta: 4 seats
Manitoba: 2 seats
Saskatchewan: 1 seat
Newfoundland: 1 seat
Prince Edward: 1 seat
Nova Scotia: 1 seat
New Brunswick: 1 seat

Canada TOTAL: 34 seats

U.S. states losing seats

California: minus 5 seats
Texas: minus 3 seats
New York: minus 2 seats
Pennsylvania: minus 2 seats
Florida: minus 2 seats
Ohio: minus 2 seats
North Carolina: minus 2 seats
Nebraska: minus 1 seat
Washington: minus 1 seat
Louisiana: minus 1 seat
Alabama: minus 1 seat
Michigan: minus 1 seat
Arizona: minus 1 seat
Virginia: minus 1 seat
New Jersey: minus 1 seat
Illinois: minus 1 seat
