LITTLE ROCK, Ark. (AP) -- Bill Clinton's nonprofit foundation signed an agreement Friday with the United Nations to help deliver food to AIDS patients in poor countries wracked by the pandemic.

The Boston-based Clinton HIV-AIDS Initiative already sends doctors, medicine and equipment to 18 developing nations in Africa, Asia and the Caribbean. Last week it reached an agreement with China to provide services.

The agreement with the World Food Program combines the Clinton Foundation's access to treatment with the U.N.'s food-distribution system. Officials from both groups say their partnership will expand care for AIDS victims already receiving anti-retroviral drugs from the Clinton Foundation and its partners.

Even if AIDS victims in Africa are able to take the drugs to strengthen their immune systems and extend their lives, they are often still too weak to feed themselves or their families, former President Clinton said in a statement released Friday.

"One of the key challenges we face in tackling the HIV-AIDS crisis is that if a patient is malnourished, the (anti-retroviral drugs) often do not take full effect," Clinton said.

More than 40 million people are infected with HIV, the virus that causes AIDS, and more than 3 million died in 2003, according to the U.N.

The World Health Organization estimates more than 5 million HIV patients need anti-retroviral drugs, but fewer than 400,000 have access to them.

I can't remeber who posted it, but they said that the Secretary General of the UN can't be from a country that is a permanent member of the UN Security Council. I hope that's correct because that leaves ol' Bubba Bill out in the cold.
Many of us have asked for proof of such claims. None, that I know of, has yet been given.

How is the Secretary-General appointed?

The Secretary-General is appointed by the General Assembly, on the recommendation of the Security Council. The Secretary-General's selection is therefore subject to the veto of any of the five permanent members of the Security Council.

Mr. Kofi Annan, the seventh Secretary-General of the United Nations, took office on 1 January 1997.

Although there is technically no limit to [the] number of five-year terms a Secretary-General may serve, none so far has held office for more than two terms.

I guess if I was indirectly responsible for the export of AIDs/Hep C prison blood around the world that may have infected over 75000 hemophiliacs around the world I'd have a guilty conscience too!
