I hate to say it, McCain is clearly tripping becasue of his own bad POW experience. He needs half a clue and should help spread the message the there IS a HUGE difference between the institutional turture he suffered in N. Vietnam, and the rogue behavior of some army yahoos in Iraq.

McLame is grandstanding, and he is asking Rmmy a question he KNOWS Rummy can't answer, namely that "whoever is in charge" of a prisoner at a given time depends on who needs the info! If the CIA comes in, they are in charge; if the Army needs the info, THEY are in charge. Rummy refusing to be pinned down because he knows that this is going to involve more attempts to hamstring the CIA.
