It's really not to hard to figure out what happened here...THis was a NG unit that was deployed...I"m NOT indicting the entire GUARD..but you probably had the junior officers with NO previous deployment in a combat area, and because they trained and drilled with the EM's back home..military discipline got lax..but if someof the FG officers had beendoing their job, and paid a few surprise visits to the prison during the graveyard shifts..they would have caught it, and stopped it..asap/
