QUESTION .. if those pictures and CD's are part of a Criminal Investigation .. could that be why Rummy had not seen them till last night ?? (with the exception of the ones printed in the papers)

That is exactly why he hadn't seen them. Rummy and the higher ups were informed of the investigation etc, but the photo's and other evidence were being held by CID.

I think that's what Rummy's saying: if he did search out criminal files for things like this, he risks compromising those trials. If he doesn't, he risks something like this. Damned if you do, damned if yuo don't.
