I think that it was being transported from N. Korean production facilities via rail and loaded on Syrian transport plane waiting at a N. Korean airport.

Yes. I remember reading something about a town along the rail line between Ryongchon and the China border as being a "closed town" requiring special permits for entry. Many of the Ryongchon casualties were brought there but the international medical aide crews were not allowed in. Wonder what they do in this "closed town".
