Shades of the USSR going on here. It seems that the "Fair Doctrine" is a joke. How can anyone comment on an article without quoting brief excerpts?

IT SEEMS TO ME WE WOULD DO BEST TO GET THE LAW CHANGED to emphatically allow at least excerpts of X length.
