saying "I am sorry your wife died" does not make one guilty of murder. Or the Classic Statement to a Wronged Wife,,"I am sorry you feel that way" is not an acknowledgement that the hubby did anything.
GWB did a brilliant thing. He made the statemnt to an ally, one who matters, not to thugs. If the left wing continues the diatribe, they look more and more bad and vindictive.
This is a good move paired with saying Rummy stays. GWB looks like a big man with loyalty and good sense. Besides I am sorry it happened, but I didn't do it nor did any of us.
