Will Kerry have a better plan? Absolutely not. He will run to Madame Thosetype's. Kerry will have hip rap sessions with the terrorist. They are more interested in wiping us off the face of the earth. The cost? If we are under UN authority, US and the coalition will be forking the bill. If we are under NATO, US and the coalition will be forking the bill. There will be no shared burden to reconstruct Iraq. That's a myth. This thing in Iraq will be complicated and no easy solutions.

The English learned it from Revolutionary War, the Japanese learned it in WW2.
We learned the same in Korea and Vietnam, and if we're not careful, in WW3 here too.

They couldn't pay me enough to take one, because it might make someone think I was actually interested in reading it. I hope they rot on the shelves, but then we know the unions and the usual suspects will be buy truck loads of them, then dump them at the city dump.

I'm not sure if his idea of "reform" is all that healthy or wise for those of us in the military. His stubbornness about increasing the size of the military is part of what's causing the problems with the supply of fresh troops to Iraq. He's got the McNamara mindset about "streamlining" the military...especially my beloved Army. You can't run the military the same way you run a Fortune 500 company. Rummy is trying to do that and so far he's run off a very fine SecArmy in BG White and dissed CofS Shinseki at his retirement.
Rummy and Wolfowitz have been wrong on the size of the force needed to maintain stability in Iraq. Had Rummy gotten his way...there'd be about half the force in there right now that there is.
There are more examples of what he's done to the Army and how he's treated us like a step-child (Except for the SF guys of course) but there's not enough room for me to list them.
If Rummy's job is only "half-done" as you say I shudder to see what else he has up his sleeve.

My point is that there are too few combat troops, too few boots to replace the old boots. Too much strain on the forces and their families.

I think they're working on growing the armed forces

Other photographs show wounded men and dead bodies. In one, a dead man is lying in the back of a truck, his shirt, face and left arm covered in blood. His right arm is missing. Another photograph shows a dead body, gray and decomposing. A young soldier is leaning over the corpse, smiling broadly and giving the "thumbs-up" sign.
And in another picture a young woman lifts her shirt, exposing her breasts. She is wearing a white band with numbers on her wrist, but it is unclear if she is a prisoner.
Another photograph of a naked man with a dark hood over his head, handcuffed to a cell door. And another of a naked man handcuffed to a bunk bed, his arms splayed so wide that his back is arched...
A picture shows a soldier holding a leash tied around a naked man's neck in an Iraqi prison....
