I hope by saying "glowing" you are showing that the word is being used facetously. While the writeup was quite flattering (all writeups are even for scrubs), what matters are the ratings. To get promoted an Officer need to have all 16 ratings at the top. Only SIX of Kerry's ratings were rated at the top.

To a military person, this is a signal that the person is a loser and needs to be drummed out of the military poste haste.
