Yep, could have been tragic.

A kid could have killed a classmate. That's a lot of undeserved guilt to put on a little one.

It might be prudent to check the records for the agent's department. It is clear that he hasn't spent enough time at the shot range. I wonder if his peers are better trained?

Any government agent who carries a gun in public should be competent with his weapon. I would wish that was just common sense.

Checking for a round in the chamber before handing someone your gun should be almost a reflex action.
