From what I have read this woman really is mentally ill and she did fall thru the cracks. The problems were identified and one hopsital even called CPS but it wasn't refered to APS. Many medical personel had contact with her before delivery.

She was taking drugs and didn't want the surgery because the preliminary tests would have revealed her usage. It was her own fault.
