Here is another stealth program to put vast amounts of land in conservation easements: The Forest Legacy Program. http://www.fire.ca.gov/ResourceManagement/ForestLegacyProgram.asp

First, they pile on endangered species and clean water prohibitions. Then they render the land unusable via the Forest Practices Act. The land becomes worthless for timber use. This "encourages" timber land owners to enroll the land in the Forest Legacy Program, which offers "conservation easements" where the split estate title to the "development rights" are purchased by some conservancy bankrolled by the federal government.
