Ribbons are small but pretty stiff, metal-backed decorations - like a rectangular, metal-backed button. They're not like state fair "first place" ribbons.
But the point is, he let everybody believe he'd thrown his medals until he decided to run for senate, then he told everyone "Oh no, I only threw my ribbons." Well, it's all the same act of dishonor. The fact that he tried to split the issue shows he's a weasel. He should've just said, "Yeah, I was a young hothead and threw away my military decorations."

The "ribbons" are cloth stretched across a metal frame. They do have enough weight to throw.
That said, I could get Kerry out of his controversy as to whether he threw medals or ribbons, in a heartbeat. But I wouldn't dare. Let the bastard be hoist on his own petard.

Nah, the ribbons are little cloth doodads that are strethed over brass and have little metal pins to hold them in place...they would throw quite nicely.
I, however, still have mine in a box somewhere, (if the sweet wifey didn't toss them.)
