I was a *bit* harsh wasn't I? Sorry.
I guess the point I was so clumsily trying to make was banning cell phones (or any other item) doesn't really make us measurably safer.
Knowledge is power, and it was only the knowledge that the rules changed that motivated the heroes to take back Flt 93.
Otherwise, under the pre 9/11 rules, everyone would have sat tight and waited for the plane to land and their release to be negotiated.
We are up against a clever, determined enemy who believes their pig god is on their side.
We need every tool our technological advantage gives us, yet we need to prevent it from being turned against us. I don't know the best way to accomplish this.

They knew what was going on anyway. A cell phone would have made no difference whatsoever in whether Congress was taken out had the heroes not crashed the plane.
You jumped to a conclusion that was inaccurate.
Might wanna' think before hitting the post, because it came off rather flip, although you might not have meant it that way.
