On the I-10 story, which is it "they weren't called" or "inopportune time because of the fires"?

Now this reminds me of a story I heard last night from the LA news. They said over the weekend, Sunday to be exact there was a Cinco De Mayo (of course since we are now northern mexico) celebration at a park. Many suffered from heat exhaustion. The rescue crews were stretched to the limit!!!!! Well now if they can't handle a few heat stroke victims what will happen when there is an attack? It will not be a pretty picture, that's for sure.

It seems that these different incidents of leaks, derailments etc. are taking place in what seems like clusters. There was a sentence in the article about the fertilizer leak about "once the chemical dried it was very flammable".

(My hypothosis)...If the Mexican truck drivers are working in conjunction with someone setting fires...would it be easy for one to dump some fertilizer....and once it had dried near a wooded area someone else could drop a match and start fires.
