I hope that I am wrong, but I can see no other reason for those particular cities to be selected.
The major tipoff for me was the inclusion of Greenwich/Stamford Connecticut.
Another clue was the way the memo was worded.
I think that the powers that be have figured out- for the most part- what the targets are. They will try to stop them, but know that they probably cannot stop all of them.
Therefore, they want to have disaster relief in place, in those targetted areas. They don't have the money or the time to put out a general call.
If you look at the information that we've compiled about the cities on the list- the list makes perfect sense.

I've been trying to figure out why Topeka, Kansas would be on the Red Cross list instead of Kansas City. My guess would be that it is close enough to KC to be a staging area without taking a direct strike.
