Specter is the incumbent. That is the reason that the NRA and others that are afraid of him are backing him. Rather than throwing the bum out (and ending the fear) they enable him to continue.
The NRA has not trashed Toomey and has readily admitted that they always endorsed him in the past because he is good.

Rather than throwing the bum out (and ending the fear) they enable him to continue. Exactly. It's like watching an abused spouse. They'd sooner stick with him than risk the unknown, even though he regularly tosses them down the stairs.
