A major pro-immigration, pro-illegal alien bill is going to be introduced on May 4, 2004 in the US House and Senate. Illegal immigrant support groups are planning a major rally to support the bill.
In the House, the bill will be introduced with the support of the Congressional Hispanic Caucus and the House Democratic Leadership. Senator Edward Kennedy will introduce the bill in the Senate.
The bill will include the following:
- Family Reunification: makes family reunification more expeditious, reduces backlogs, provides more family visas, makes spouses and minor children "immediate family" and exempts immediate family from the family-based visa ceiling, allowing those waiting more than five years preferences, and repealing three- and ten-year bars to reentry.
- Earned Legalization: grants legal permanent residency status to illegal immigrants, their spouses and minor children who have been living in the U.S. for at least 5 years, worked for an aggregate of 2 years, have no serious criminal record, are not a security risk, and "are committed" to learning English and civics.
- Enhanced Temporary Worker Program: Creates a temporary worker program that allows a limited number of temporary visas with visa portability, and provides a path to eventual citizenship for those that choose it.
