I don't think that was the problem with TWA 800. I think it was a shoulder-launched SAM and the Clinton re-election team buried it. They didn't want to deal with it. I disagree with you only very slightly. I suspect a missile slightly larger than a shoulder-fired one, possibly a pedestal-mount vehicular or light naval unit, or perhaps an air-to-air aircraft missile reworked for ground launch and control, similar to the British Rapier or U.S. Chapparal.

Wasn't a Russian missile of similar description (pedestal mounted) found in a field in Virginia all set to fire, about 2 years ago?
