A possible scenario. Just north of VT is the looneytoon city of Montreal, home of many Islamic fanatics. Importing guns through the border is tough. Prepositioned guns makes sense for combat teams with a mission. The ATF and FBI must be all over this case like white on rice.

The ATF and FBI must be all over this case like white on rice I'm sure BATFE got the paperwork on the import permit being issued. They may have lost it, but they surely got a copy.
