Are there any schools within the range of the loud speakers? If so, then this is bringing "religion" into the classsrooms and school yards. They sure wouldn't allow a Christian church to broadcast across the street from a school.

But you might be more likely to succeed in mucking the effort up by filing a suit on bahalf of all deaf muslems in the area, that being that the Americans with Disabilities Act should mandate giant billboard size widescreen broadcasts so the deaf can enjoy full participation in calls to prayer, having hand signed calls to prayer simulcast.
It will tie the whole mess up until a new council can be voted in.
