The idea of Global governance or world Federalism arose out of the ashes of World War II, or certainly gained critical acceptance at that time - it was suggested convincingly that sovereign nations were/are an anachronism that would result in the extinction of the human race through nuclear war. Grenville Clark was the chief proponent of complete and utter global disarmament of all nations in graduated steps, subject to strict inspections and verification with the end result that only small local police forces would have firearms/weapons to maintain order and enforce local laws.

It hasn't worked out very well so far.
