Appeasement had everything to do with it. A significant number of Spanish voters felt that if they gave the terrorists what they wanted, they would go away and leave Spain alone. That's appeasement.
The Spanish soldiers are definitely not cowards. The Spanish voters who recalled their soldiers, by voting for socialists, are cowards.
Spain's problem isn't primarly socialist "control of government", it is primarily: the number of voters willing to give control to the socialists.
Your argument is full of circular reasoning that boils down to an illogical conclusion: that the voters in a democracy (are you saying Spain is not a democracy?) are not responsible for the government they elect into office.
